Abstract
The article discusses the issues of exercising the powers of local governments in territories with natural healing resources in order to develop health and recreation tourism in the Russian Federation in the modern period. The concepts of “resort area” and “health tourism” and the regulatory framework of federal, regional and municipal Russian legislation regulating the sphere of resort business and tourist activities have been studied. As a result of the study, it was concluded that local authorities need comprehensive planning for the development of the territories of municipalities, which include sanatorium-resort and health-improving property complexes.
