The article examines the features of inter-municipal cooperation in the field of joint infrastructure development and the issues of its financial and legal support. It is noted that, due to the geographical characteristics of municipal territories, certain infrastructure facilities may be located on the borders of neighboring municipalities. This circumstance requires joint efforts by local self-government bodies of different municipalities in maintaining and modernizing such facilities, financed through the respective local budgets. The comparative analysis of the legislation has shown inconsistencies between the priorities for the development of inter-municipal cooperation in municipal and budgetary law. For instance, the legislation on local self-government does not impose restrictions on inter-municipal cooperation between different types of municipalities. However, according to Article 58 of the Budget Code of the Russian Federation, in order to receive additional funds, a city district must necessarily be a party to the inter-municipal cooperation agreement. In this regard, it is proposed to revise the restriction established by Article 58 of the Budget Code of the Russian Federation concerning the application of differentiated norms of deductions from federal and regional taxes to local budgets. It is recommended to grant all municipalities – regardless of their type – that have concluded agreements on inter-municipal cooperation for the joint development of infrastructure the right to claim additional revenues to their budgets.It is emphasized that for a municipality, participation in inter-municipal cooperation in the sphere of joint infrastructure development provides an opportunity to obtain additional financial resources from the regional budget. The article also provides recommendations for disseminating the best regional practices in financial support of municipalities.
