The systemic role of legal research and environmental education in the technological development of a region is substantiated using the example of the Baikal natural territory. The author proposes an adjustment of the dominant technocratic approach, arguing that it is precisely the legal framework and environmental culture that create the foundation for sustainable technological modernization. Through an integrated interdisciplinary approach and analysis of empirical data (expert opinions, results of the environmental education project “EcoYouth,” analytical reports for authorities), it is demonstrated how environmental and legal expertise contributes to legislative improvement and the implementation of ideas of technological sovereignty. The practical section reveals the mechanisms by which scientific research and educational initiatives influence regional policy, including initiatives to develop programs for environmental education and awareness, as well as the development of youth movements. The conclusion is drawn that investments in legal science and environmental culture are strategic for technological sovereignty and sustainable development of unique regions.
